The Government of the Republic of Bulgaria transformed the Bulgarian Accreditation Service at the Committee for Standardization and Metrology into an Executive Agency "Bulgarian Accreditation Service" ("BAS") to the Minister of Economy by power of Decree of the Council of Ministers No 270 from 30 December 1999.
The Executive Agency "Bulgarian Accreditation Service" (BAS) is the only national body for accreditation of:
- testing laboratories and calibration laboratories;
- product certification bodies, management systems certification bodies, personnel certification bodies;
- inspection bodies;
- verifiers.
The Executive Agency "BAS" operates based on the BDS EN 45000: 1993 series of standards, EN ISO/IEC 17000 series of standards and the EA and ISO/IEC guidance documents. Executive Agency "BAS" developed and adopted for implementation a variety of regulations, norms, procedures, documents and organizational practices. In March 2001 the Executive Agency "BAS" has been accepted as a full member of the European Co-operation for Accreditation.
The Memorandum of Understanding between Executive Agency "BAS" and EA has been signed on 11 of June 2001 during the General Assembly of EA. The agency participates in the sessions of the General Assembly with the right to vote.
Executive Agency "BAS" is working actively to achieve the EA criteria for becoming a signatory to the Multilateral Agreement for the different accreditation schemes.
The Executive Agency "BAS" co-operates with natural and legal persons from the governmental and non-governmental sector.
An Accreditation Council is set up to the Executive Agency "BAS" in its functions representing a public consultative body for all matters related to the organization and management of accreditation and surveillance of the natural and legal bodies involved. Technical Committees for Accreditation are established in its competence each covering a relevant sector from the national economy, and empowered with advisory functions with regard to the technical requirements for accreditation and principles related to the implementation of accreditation systems.
The objectivity and transparency of the decisions for accreditation and the actions pertaining to surveillance are ensured through the Accreditation Commission and the Appeals Commission in the structure of EA "BAS".
Aiming to provide an opportunity for acquisition of an internationally recognized level of competence in the area of accreditation, the Executive Agency "BAS" performs education and qualification activities for the employed staff and for the external assessors.
The Executive Agency "BAS" maintains business relations and fruitfully collaborates with international organizations and with other countries national institutions operating in the same field of activity.
