The management body of
the agency is the Executive Director, who is assisted in carrying out their
activities by the Accreditation Council (AC), which is a permanent body
consisting of 26 members, representatives of:
- ministries;
- organizations representing industry;
- organizations representing consumers;
- organizations representing experts;
- organizations representing accredited
persons.
The management of the
Bulgarian Accreditation Service supports the activities of the Executive
Director, is in accordance with the requirements of applicable international
and national legislation (ISO 17011), and operates according to the current

The Accreditation
Council (AC) is a permanent body consisting of 26 (twenty-six) members.
Pursuant to Article 7 of the Law on National Accreditation of Conformity
Assessment Bodies (LNACAB), the Accreditation Council assists the Executive
Director in the management of the agency. The AC includes 5 representatives
each from the parties interested in the accreditation process, organized into
the following groups:
- ministries, designated by a decision of
the Council of Ministers;
- organizations representing industry;
- organizations representing consumers;
- organizations representing experts;
- organizations representing accredited
persons.
On the grounds of
Article 9, paragraph 2 of the Rules of Procedure of the Accreditation Council,
the mandates of two members of the Accreditation Council representing
organizations from the expert and industry groups have been terminated.
We inform you that all
parties interested in membership in the Accreditation Council from the expert
and industry groups may submit applications to EA BAS for participation in the
AC, pursuant to Article 11, paragraph 3 of the Law on National Accreditation of
Conformity Assessment Bodies. Applications must include a presentation of the
organization and a declared, reasoned interest in the field of accreditation.
Please note that for
the effective functioning of the Accreditation Council, it is of essential
importance that the designated representative holds the broadest possible
voting powers, as decisions are taken by a qualified majority of four-fifths,
with each of the five groups having one vote. Non-participation or abstention
from voting will weaken the position of the represented organization in
determining the direction of development of accreditation activities in the
Republic of Bulgaria.

We remind you that the
work of the Accreditation Council is of essential importance for the
implementation of the accreditation process in the country, through the
exercise of core functions pursuant to Article 11, paragraph 6 of the LNACAB,
namely:
- jointly with the Executive Director,
determining the policy and objectives related to accreditation activities;
- making proposals for amendments and
supplements to the agency's procedures;
- approving accreditation procedures and
their amendments and supplements prior to their endorsement by the
Executive Director;
- approving the rules of procedure of the
committees under Article 7, paragraph 2 of the LNACAB prior to their
endorsement by the Executive Director;
- approving its own rules of procedure prior
to their endorsement by the Executive Director;
- approving the price list for services
provided by the agency prior to its endorsement by the Executive Director;
- ensuring the impartiality of the
accreditation process by identifying and monitoring the possibility of
conflicts of interest arising in the agency's activities and in the
activities of bodies associated with it;
- upon the proposal of the Executive
Director, determining a list of persons who may be included in the appeals
committee;
- providing opinions on draft legislative
acts related to accreditation activities;
- approving the draft budget of the agency
upon the proposal of the Executive Director;
- submitting an opinion to the Minister of
Economy and Industry on the Executive Director's annual report.
